One of the programs that is widely used and considered the forerunner among the best web design software is Microsoft FrontPage.  FrontPage is considered very easy to use, and is able to use its intelligent features and functions to create pages that are nice and professional.  If you use FrontPage, be aware that there are criticisms:  Some of these are based of previous instances where programs like FrontPage would dispense bad code.  The main issue seems to be that the program is most compatible with the Internet Explorer browser, and less friendly toward other browsers.  FrontPage is still a viable option for page design.
